Canadian Minister Stephane Dion defended the idea of giving distinct status to Quebec, even though this will not appease separatists and offends many Anglophones. Francophones do not need additional rights, it is the English-speaking minority in that province who need protection.

Turning a profit from health and education
Article Abstract:
Canada's public education and healh care systems are better than most countries', including the US's, so an opportunity exists for Canada to market its medical and educational services abroad. If such a quasi-privatization were done, it could improve these services' finances.

Clinton's most pressing problem is combatting decay in US cities. Crime and drug abuse is so pervasive in major urban areas that it is estimated that 45% to 55% of young black men in major cities are in jail, on probation, on parole or wanted by the police.
