Prison reform: 'Jungle atmosphere'

Article Abstract:

A tough stand on crime and punishment in the 1980s saw several sentences and overcrowding of penitentiaries, affecting prisoner health and welfare. District Courts assumed control of the state prison system in Alabama on finding that the rampant violence and jungle atmosphere in Alabama prisons defied humane standards of confinement, followed by places including Arkansas, Mississippi and Florida.
