A $1.7 bil rebate scheme was forced through the Australian parliament in 1998, which will result in a membership transfusion in the private health insurance sector. Investors have found healthy returns despite these stocks remaining among the market's unhealthiest. Consequently, any increase in private health fund membership will result in more takeover activity.
