Putting enterprise into federal enterprise zones
Article Abstract:
The enterprise zone concept is based on the assumption that poor urban areas will prosper if businesses operating in these areas are given tax incentives and are deregulated. Although this concept was introduced in 1980, no enterprise zone law has yet been made. The Bush administration, however, has pushed for the passage of such a bill in 1990 and 1991. Arguments against enterprise zones are discussed and refuted, and the passage of a bill similar to that of the administrations's, but with more incentives, is proposed. Such a bill will give Congress the chance to get the economy moving by allowing enterprise zones to operate as envisioned.
