Article Abstract:

Rigid rules and tight budgets make it difficult for agencies to tailor services to the specific needs of individual children and families. The US federal state and local governments along with private organizations are planning on flexible policies that emphasize holding families together and placing children in alternative permanent homes when that's not possible.

Industry pressure

Article Abstract:

The drug industry pressure built on the Food and Drug Administration (FDA) to accelerate approval times led to the agency adopting several reforms from 1970's to early 1990's. The FDA budgetary restraints led to an introduction of industry money when Congress passed Prescription Drug User Fee Act (PDUFA) in 1992.
