In forming policy on Iraq, hard-liners in the US defense bureaucracy often rely on defectors and other sources the CIA believes lack credibility. For example, the CIA and British intelligence say Iraqi President Saddam Hussein probably regards the Islamic militant group Ansar al-Islam as a threat rather than an ally. And intelligence sources say there is no evidence that Hussein has given any terrorist group biochemical weapons via Ansar al-Islam.
