Technical debate in insurance data; signature verification is the issue
Article Abstract:
The 1996 law, the Health and Insurance Portability and Accountability Act, will require the health care and insurance industries to conduct their administrative business electronically by October 2002. Some experts press for swift adoption of a standard for electronic signatures for such transactions, while others caution that as yet no technology for digital signatures has been adequately tested and certified as secure and reliable to be selected as the industry standard.

Governor Gray Davis of California has suspended sales of personal records on the Internet. The governor was concerned about persaonl privacy issues that were at risk as well as the dangers of stolen identities found on geneaology web sites.
