Harris has made broad spending cuts in Ontario since taking office in Jun 1995, and this has caused considerable debate within Canada about the proper role of government. His austerity program will balance the budget by FY 2000-2001, but it has also created layoffs and severe economic hardship.

Around 5,000 demonstrators protested cuts in social welfare spending enacted by Ontario Premier Mike Harris. Welfare benefits will be cut by an average of 21.6% effective Oct 1, 1995, while provincial tax rates will be reduced 30%.
