The Sunni question
Article Abstract:
There is still one group of Iraqis that could nullify Iraq's new draft constitution even after its framers reach an agreement that would allow the nationwide constitutional referendum scheduled for October 15, 2005 to go forward. If two thirds of the voters in four key Sunni-dominated provinces reject the constitution, the current government will be dissolved, forcing new elections and an entirely new constitution.
