Article Abstract:

Max Moore-Wilton, head of Prime Minister John Howard's department, called a meeting of all Federal bureaucrats to warn them that Howard was not happy with their performance during the last parliamentary term. Howard did not make any changes, but many expect that changes will take place after Christmas. Howard also plans to be more authoritative and leave his kinder and gentler personality behind when dealing with the Senate and the Wik native title bill.
