'The new paternalism.' (Welfare Reform)

The 1988 reform of the welfare system paved the way for different approaches in instituting benefits which were different from the traditional work-oriented welfare programs. In Winconsin, recipients of the Aid to Families with Dependent Children (AFDC) were penalized with a 15% cut if the teenage child regularly missed school. In New Jersey, welfare mothers were denied $64 per-child increase in benefits if they had additional children while under the AFDC program. California plans to adopt the sames measures in addition to requiring teenage mothers under AFDC to live with a parent or guardian. Public opinion seem to favor these programs despite statements the critics that these measures are punitive and ineffectual in the long run.

Drug war begins
Article Abstract:
The decades immediately following the drug use boom of the 1970s saw the increase in popularity of other forms of illegal drugs. Substances such as cocaine and crack grew increasingly popular among urban Americans. As a result of this, US authorities have increased their attempts at controlling the use and spread of illegal drugs. Analysts belive that in spite of massive campaigns designed to solve the problem, present policies are still highly insufficient.
