Some officials under U.S. President George Bush insist that Collin Powell's ouster and Condoleezza Rice's move signal a second term shift of emphasis from war to diplomacy in the United States in 2004. It is reported that Rice, the first-ever African-American woman to be nominated as secretary of State, is bringing impressive foreign policy credentials.
