Newfoundland Premier Brian Tobin is trying to pressure Quebec to renegotiate the 1969 contract to develop the Churchill Falls hydroelectric project in Labrador. The contract has resulted in a $14 billion windfall for Hydro Quebec between 1976 and 1995 while Newfoundland has earned only $2 billion.
