The Master Settlement Agreement (MSA) has altered the playing field on which the tobacco industry operates enabling numerous small makers of deeply discounted cigarettes to enjoy a competitive advantage over the big companies. The manufacturers have agreed to forgo significant future earnings by forgoing key advertising venues and have agreed in 2004 to pay the states $246 billion over the next 25 years.
