Article Abstract:

Congress passed the 1938 Food, Drug and Cosmetic Act requiring the manufacturers to prove their products were safe before marketing, and for this purpose scientists and outfitted laboratories were hired, improving drug safety and revolutionizing the industry. Rapid changes in science and business overwhelmed the Food and Drug Administration, which relied on drug companies for data and rarely pressed when problems occur.
