The goal of the American military planners is to use the newly formed Iraqi military to build national unity, and they hope that the responsibility for election security would give the Iraqi forces a boost in prestige. However, the countryEs rebellious Sunni minority feels that IraqEs security services are dominated by non-Sunnis, a view that could trigger sectarian conflict rather than building national cohesion.

The North Atlantic Treaty Organization formed to protect itself against an armed attack against its members, met on their 50th anniversary to discuss military aspects of a war they initiated against Yugoslavia. U.S. President Bill Clinton contemplates sending ground troops into the area, an move that would cause irreversible damage in relations with Russia.

Big tobacco's next legal war

Issues are presented concerning the investigation by federal prosecutors of the relationship which exists between global tobacco smuggling operations and major cigarette makers. It is estimated that up to a third of exports end up in the hands of smugglers.
