Environmental regulation of a power investment in an international market

Article Abstract:

When integration of national electricity markets in Western Europe takes place, how environmental regulations respond to the possibility of leakage is discussed. Where the cost of optimum environmental regulation exceeds the cost of domestic environmental cost, subsidising a short term energy conservation is estimated to be reasonable, but not for long term energy conservation.
