Innovative approaches to competitive mineral leasing
Article Abstract:
Qualitative microeconomic analysis is used to develop novel approaches in setting natural resources lease terms and maintaining the leasing competition. These approaches are devised for government coal leasing but are potentially applicable to other types of resources. However, they require more testing in realistic cases. This study examines the uses of options to lease, trade-in reserves requirements and multicomponent biddings. There is a discussion of two types of variable royalty rates, one that declines and one that increases faster than price. Political factors are also detailed.

Power politics
Article Abstract:
The increasing rate of coal-mine closures in Great Britain reflects changing technologies and environmental priorities in that country. The primary factor in this transformation is increasing competition from gas suppliers to provide fuel for power-plants which has been aided by the development of combined-cycle-gas-turbine technology. Deregulation of the energy industry has also worked to break the monopoly of coal as a power source in addition to increased environmental concerns over coal burning.

Gas in a competitive market
Article Abstract:
The privatization of Britain's natural gas industry has complicated questions of energy supply. British energy consumption has been relatively stable since 1970. The dominant trend at present is the substitution of natural gas for other forms of energy, though gas still ranks behind coal and oil. Power generation, an important new market for natural gas, follows this pattern of substitution. While new capacity is not required, old coal-burning plants must be replaced with cleaner facilities.
