What won't work
Article Abstract:
Many electric utilities engage in massive information campaigns to win their fight against the municipalization of the electric power industry. However, public opinion surveys show that many of the tactics used by electric utilities are ineffective. The surveys indicate that most consumers prefer lower electric rates even if it means a decline in service quality. They also expect electric utilities to accommodate their service requests expeditiously.
