Power plants: the stranded generation
Article Abstract:
The construction of nuclear and coal power plants in the 1970s was motivated by sociopolitical factors and a commitment by utilities to serve. Utilities' desire to recover their 'stranded costs' is therefore legitimate. The decision to adopt the alternative use of nuclear resources was made during the period of energy upheaval, economic distress and uncertainty of oil and fuel supply in the United States. And contrary to popular belief, the decision proved to be a significant one because it was able to redeem the nation from electric power shortages and was able to provide substantial substitute for oil and gas resources.
