Distributed generation: a new frontier in the states
Article Abstract:
Distributed generation (DG) has become the focus of increased regulation in various states. DG is defined as generation, storage or demand-side management devices, measures and/or technologies associated with the distribution level of the transmission and distribution grid. Examples of DG technologies include micro-turbines, photovoltaics and fuel cells. Regulatory efforts in the federal level, California, Texas and New York are discussed.

The California Public Utility Commission (PUC) has voted to adopt a restructuring plan for an independent system operator, an independent power exchange, a phase-in of direct access, stranded cost recovery and partial divestiture of fossil-fired generation. However, the implementation of the restructuring order still requires further involvement of the Federal Energy Regulatory Commission, the California legislature and the PUC.
