The distributed future
Article Abstract:
The widespread use of distributed generation and storage will represent a major change in the design and operation of electric power systems. Small generation sources would be located throughout the distribution system close to customer loads to augment central station facilities. Regulatory rulings are likewise encouraging the consideration of distributed resources as an alternative to central station facilities and costly upgrades. Utilities will see distributed resources as a way to improve asset utilization of the transmission and distribution systems, increase profits under performance-based ratemaking, improve reliability and force partnerships with customers.

A failure of imagination
Article Abstract:
The Dept. of Energy (DOE) released several energy forecasts within a 15-year time frame in 1979. It cannot be denied that DOE's forecasts were inaccurate and flawed. The most common cause of inaccurate forecasting is the inability to imagine. In the case of DOE, extrapolation of the past was inappropriate for long-term projections. The DOE also relied more on consensus thinking than on critical thinking. Furthermore, the agency underestimated several variables and failed to recognize the early signs of change.
