Transmission ups and downs
Article Abstract:
The Federal Energy Regulatory Commission's (FERC) approval of the Reliant Energy Gas Transmission's hourly firm transportation rate schedule was pleasantly received by the electric industry. The schedule allows pipeline customers to enter into online transportation service agreements with Reliant for terms as short as one hour, allowing pipelines to meet the fluctuating load and peaking needs of electricity generators. On the other hand, electricity transmission owners and power generators fear that FERC's decision to set a rate of return on equity of 9.68% for transmission assets of Southern California Edison would discourage utilities from joining regional transmission organizations and discourage needed investment in the transmission infrastructure of the US.

Article Abstract:
Environmental officials in the US are urged to adopt comprehensive standards on implementing cooling water intake structures (CWIS) regulations in order to address the varying needs of utilities. Industry experts believe that the federal government must employ a consistent decision-making approach in enacting the 316(b) provision of the Clean Water Act since the economic and ecological needs of companies vary from utility to utility. Under the law, utilities must be able to render the best technology for protecting the environment.

Allegheny Power System Pres. Alan J. Noia contends that section 210 of the Public Utilities Regulatory Policies Act of 1978 (PURPA) forces electric power consumers to pay higher electric rates. Noia cited the case of West Penn Power Co., where the company was forced to pass the costs of its electric power production projects to consumers in order to comply with PURPA.
