Untangling the reliability issue
Article Abstract:
Electric power shortages, blackouts in some Western states and the threat of the forthcoming power industry deregulation have all raised the question of the power system's reliability. Marketers, generators and public officials have called for different methods of resolving the issue. Marketers and independent generators favor the enforcement of mandatory standards and strict penalties. Government officials, on the other hand, have proposed a self-regulatory scheme to ensure reliability.
