The annual reports of Local Research Ethics Committees
Article Abstract:
The analysis of annual reports of 145 Local Research Ethics Committees (LRECs) in the UK shows that the committees take the performance of their duties quite seriously. The guidelines given by the UK Department of Health are mostly followed by the committees. The development of the purchaser-provider split, along with the merger of many district authorities, has led to some confusion. Issues of accountability and resources are also discussed.

Article Abstract:
The recent controversy over the Royal College of Nursing's decision to modify its no-strike clause demonstrates that the National Health Service's privatization effort has not gone down well with the public. On a deeper level, however, it reflected the struggle for power between the authority of the NHS and the health professions to implement a national standard of service and recover ground lost to local pay bargaining.

Ethics without abstraction: squaring the circle
Article Abstract:
Moral abstraction is needed to understand human experience. In defense against moral abstraction criticisms, it is necessary to consider the distinction between moral progress and moral judgment. Moral progress consists in the development of proper ethical abstractions, whereas moral judgment consists in considering the relationship between abstract principles and real experience.
