Battle for the public mind

Article Abstract:

Responses by liberal democratic governments to terrorist acts reveal a distinct lack of cohesiveness and maturity. Most alternate between retaliative violence or inaction. Liberal democracies should instead adopt specific strategies, including effective leadership by a legitimate authority, attempts at peaceful resolution and use of force commensurate to obtain the objective. Cohesive, responsible action will also turn public support toward those working to thwart terrorism.

Public technocrats for stability

Article Abstract:

Economic and financial stability can be achieved through a reassessment of the present financial systems. Although financial markets have become global, development of a regulatory and supervisory mechanism has yet to materialize. The creation of an international credit insurance agency may be necessary to assist international lending institutions from going bankrupt. Markets should be left alone since regulators are more deficient than markets.

Contractual uncertainty, power and public contracting

Article Abstract:

The concept of contractual uncertainty is discussed and its impact upon the ability of public sector bodies to obtain value for money from their suppliers is evaluated. Contractual uncertainty is not necessarily a problem in itself, but can be if the public body cannot avoid an unfavorable power relation in its dealings with the supplier, as it is in a poor position to undertake the inevitable post-contractual negotiations.
