Clinton, Yeltsin accept NATO plan to resolve CFE treaty 'flank' issue

President Bill Clinton and Russian President Boris Yeltsin have endorsed a western plan to solve the issue of limiting Russia's conventional forces in the 'flank' zone of the Conventional Armed Forces in Europe Treaty during negotiations on Oct 23, 1995 in New York. The two sides have agreed to keep the Leningrad and Astrakhan flank zone and remove the southern oblast of Rostov. Russian non-compliance with the plan might lead to the cancellation of US assistance for the Russian denuclearization program under the 'Nunn-Lugar' legislation.

Balkan arms control efforts focus on transparency, arms limitations
Article Abstract:
Bosnians, Croatians and Serbs are negotiating arms control initiatives that will increase regional transparency and limit the level and activities of military forces. The Bosnian government and the Bosnian Croats and Serbs signed an agreement on confidence and security building measures (CSBMs) on Jan 26, 1996, in an effort lessen conflicts and misunderstandings. The agreement specifies joint training exercises, military visits, notification and other transparency issues. It also precludes the reintroduction of foreign forces.
