Clinton defense budget shows $12 billion cut from Bush plan

Article Abstract:

The Clinton administration's proposed national defense budget for the fiscal year (FY) 1994 plans a reduction of around $12 billion from the FY 1994 budget proposed by the Bush administration. It aims to sustain superior levels of preparedness, restrict the pace of cuts in personnel, work for the development of future generation systems, avoid ruining any major weapons program, and delay regulations of issues concerning the F-22, C-17, and F/A-18E/F and A/F-X aircraft systems which are being developed till the Defense Department completes its review.

Russian turmoil, Ukrainian action delay START I implementation

Article Abstract:

The Ukraine's formal approval of the Strategic Arms Reduction Treaty (START I), and accession to nuclear Non-Proliferation Treaty (NPT), has been delayed because of the battle for power in Moscow between Pres Boris Yelstin and the Russian Parliament. Pres Bill Clinton and Yelstin affirmed their commitment to ensure the implementation of START I and the formal approval of START II at the earliest.
