Democracy - the only game in town?

Article Abstract:

The possible transition of presidential power to the Party of the Democratic Revolution's (PRD's) candidate in the year 2000 could be a turning point for Mexican democracy. Deterioration of Institutional Revolutionary Party (PRI), the current party in power, has provided an opportunity for the PRD to gain in popularity and power. Daunting issues to address in the next election include crime, the economy and pollution. PRD success has been welcomed by international leaders after significant changes to their party platform.
