Down to Earth: five years from Rio

Article Abstract:

The Earth Summit at Rio de Janeiro in 1992 may have been flawed in many respects but has resulted in some progress and has served to highlight practical limitations of international environmental efforts. Environmental efforts initiated at the local and national level may be the most accurate measure of the summit's success. Financial constraints, a changing international scene, and crises within international governing bodies have limited the summit's goals.

It has done so without the ruling Revolutionary Party of Tanzania being pushed aside by the opposition.
