Tensions and trade-offs in Latin America
Article Abstract:
Latin American governments are facing challenges of democratization and effective governance. The pursuit of democracy has been impeded by factors such as the absence of a legal system protecting equal rights, and the separation of powers limiting the system of check and balance. However, progress can be seen by transitions from authoritarianism to democracy through participation in the electoral process. The growing awareness of public officials and constituents alike in human rights can be perceived as signs of democratic progress.

O'Donnell's "illusions": a rejoinder
Article Abstract:
Guillermo O'Donnell takes issue with some of the concepts raised in the book 'The Politics of Democratic Consolidation: Southern Europe in Comparative Perspective.' In particular, he criticizes the concept of democratic consolidation as it is defined in the book as inherently teleological and difficult to adapt to non-European settings. However, closer study reveals that there are no bases for O'Donnell's criticisms.
