Europe close-up and from afar

Article Abstract:

The ideal of European federation will not be achieved until the leaders of the European Union (EU) expand their vision to include the states of Central and Eastern Europe as full partners in the endeavor. The citizen's total dependence upon the state that was fostered by communist totalitarianism has led to the current gap between the EU and its neighbors. The EU should give these nations more help in making the transition toward a democratic civil society, because the collapse of the communist state apparatus left them devoid of community-building institutions and open to the development of new authoritarian regimes.
