Article Abstract:
Good governance exists with an efficient civil service, a credible judicial system and government which respects public accountability. Good governance must also ensure the existence of all political freedoms, constitutional protection for all citizens, the rule of law, a stable economic system and executive accountability. As far as the UK is concerned, administrative reforms have been introduced with the aim of promoting professional civil service.

The book 'The State Under Stress' by Foster and Plowden provides a fair account of the alleged deterioration of UK's central government and problems in the structural review of local government units. The formation of the Local Government Commission is marred by several defects, such as the absence of a well-defined purpose and guidance, interference from the executive branch and flaws in its decision-making processes.
