Implementing work requirements in Wisconsin
Article Abstract:
Wisconsin?s welfare system did not succeed in motivating recipients to establish economic independence until the mid-1980s. After that date, the work requirement was strengthened and bureaucracies were set up and funded with the goal of aiding welfare recipients to find work. This shows that welfare programs must be well-administered and well-funded in order to succeed at the goal of putting welfare recipients to work.

Unintended consequences: institutional autonomy and executive discretion in the European Union
Article Abstract:
This article examines supranational institutions of the European Union and the consequences of their autonomous actions. The author, focusing on the European Court of Justice and the European Commission, argues these institutions created ambiguous policies which blur the line between issues supposedly set in stone by treaties and other issues.

This article examines how the head of a control agency can shape its culture by applying a bureau-shaping model. The authors, focusing on the New Zealand Treasury, maintain the agency reinvented itself in the 1980s by agenda-setting, strategic recruitment, and engaging the staff to reflect the leadership values of the government.
