Improving culture to end racism

Article Abstract:

Efforts should be directed toward cultural improvement combined with racial neutrality in public policies as a way to combat racism. US society has found that equal rights for individuals do not necessarily translate into equal results for groups. African Americans have experienced a cultural breakdown that makes them unable to compete on equal terms with other groups. The culture developed by African Americans in response to historical oppression has now become a deficit. Unfortunately, the cultural relativism that developed in response to earlier forms of racism has made it difficult to deal with the issue of cultural breakdown.
