The Jump-START: Retaking the Initiative to Reduce Post-Cold War Nuclear Dangers report, addresses the current impasse in strategic nuclear arms control, with regard to Russia's delay in ratifying START II. Treaties such as START II require supplementing through parallel, and reciprocal actions by the US and Russia in the areas of force levels, fissile material, warhead controls and alert status. The Committee on Nuclear Policy recommends reduction to 1,000 deployed strategic nuclear weapons on each side within 10 years, transparency on warheads and fissile materials, and elimination of the launch-on-warning option.

The CTB Treaty and nuclear non-proliferation: the debate continues

The Comprehensive Test Ban Treaty (CTBT) will limit the development of more advanced nuclear weapons by the declared nuclear powers, according to Spurgeon M. Keeny, Jr., pres and executive director of the Arms Control Association. It will also strengthen the nuclear Non-Proliferation Treaty regime. This view is not shared by Kathleen C. Bailey, senior fellow at Lawrence Livermore National Laboratory. She feels that the CTBT will not meaningfully bring about the five non-proliferation goals set for it.
