To comply or not to comply? - Non-implementation problems in the WTO dispute settlement system

The increase in non-compliance of States to rulings by the World Trade Organization's dispute settlement system is discussed. The merits of an enhanced retaliation system and monetary fines in reducing the non-implementation problems are discussed.
