Managed care is not the answer
Article Abstract:
Managed health care is unlikely to curtail rising medical costs despite the claims of advocates. Managed health care plans enroll patients in health maintenance organizations, preferred provider organizations or third-party managed care review programs. All three strategies try to restrain costs by limiting the type, degree and frequency of care and by placing restrictions on what services will cost. Several factors, such as the fragmented insurance system and medical costs incurred by people not belonging to managed care programs, make this approach unworkable.

A radical answer for plutonium
Article Abstract:
The world's stock of plutonium is expected to reach more than 2000 tonnes by 2008. Plutonium's radioactivity poses a threat to non-proliferation policies. Two alternative plans have been suggested, both involving burying plutonium stockpiles. However, the location of such burial sites has not been picked. Many in the international community are worried about the possibility of plutonium falling into the hands of countries trying to produce weapons of mass destruction.

Uncertainty and technological change in medicine
Article Abstract:
The dynamics of technological change are discussed and include an increase in the importance of health insurance which Kenneth J. Arrow considered a minor player at the time of his 1963 article. Another major player has emerged, the medical research enterprise. Reducing unnecessary medical costs must not be allowed to decrease medical research.
