Endgame: CFE adaption and the OSCE summit

Article Abstract:

A meeting of representatives of the states that are involved in the Conventional Armed Forces in Europe (CFE) Treaty in November will determine the future of the arms control accord. The CFE Treaty was first signed by 22 members of NATO in 1990, and implementation was completed in 1995. It had little time to prove its value with the rapid dissolution of the Warsaw Pact, and of the Soviet Union itself, although it has proved a stabilizing influence. Its aim was to reduce the possibility of short-warning conventional attacks and large scale offensives.

The Tokyo Forum for Nuclear Non-Proliferation and Disarmament released its report, 'Facing Nuclear Dangers: An Action Plan for the 21st Century', on Jul 25, 1999. The report addressed the areas of new nuclear dangers, repairing strategic relations, proliferation and achieving nuclear disarmament, and ends with 17 recommendations.
