Potential consequences of community-oriented policing for civil liability: is there a dark side to employee empowerment?

Article Abstract:

The encouragement of employee participation in public sector management has affected most areas of public service including the police, where the trend is called community-oriented policing. A study was conducted to investigate a potentially costly personnel issue in community-oriented policing that has been ignored in previously published research. Empirical evidence is also presented that suggests non-traditional trends in civil liability against the police which might, though not necessarily is, attributed to employee empowerment.

GenXers vs. boomers vs. matures: generational comparisons of public employee motivation

Article Abstract:

A cross-sectional study was conducted to investigate the similarities and differences between three age groups of public employees on 15 motivational factors. While considerable differences were mainly observed between the generations in other organizations, these age-group categories of public employees were almost similar in the government workplace. The only differences were in life and career stages as in contrast with cohort-specific sociological factors.

Can public management reform be allied with staff participation?

Article Abstract:

Mandatory consultation with staff representatives forms part of plans for management reform. Indirect staff participation is considered a complement of direct forms of participation. The effects of teamwork are positive and the team as a whole is interested in improving public service. However indirect staff participation also raises suspicions of infringement of employeeEs rights and employee solidarity.
