Quality-of-Life policing diminishing quality of life for people of color
Article Abstract:
Residents still feel unsafe walking in the streets lest they become victims of power-abusing policemen, despite the unprecedented decrease in crime rate in New York City. The number of complaints regarding unlawful use of police force has significantly increased by 61.9% from 1993 to 1995. This reflects increased aggression among cops associated with the practice of punishing 'quality-of-life' offenses. Also, most complainants belong to the colored races, with African Americans comprising 50%, and Latinos 25% of victims. Sterner punishments for guilty cops should be instituted.

Conservative assaults on blacks mark an erosion of political gains
Article Abstract:
Civil rights advocates fear that the conservative mood in the US may eliminate many of the gains that blacks have made. Two examples are the assault on affirmative action programs and redistricting. Some believe that black government officials are being singled out unfairly but others believe a cynical press exaggerates many political misdeeds regardless of the perpetrator's race.
