The European Commission has decided to open membership talks with Turkey on a Stabilization and Association agreement, changing the way it has previously dealt with the nearby Moslem nations. The decision, in defiance of European public opinion, will change the relations with Balkan states, extending new influence to central Europe.

This article discusses elections in Kosovo, Yugoslavia, in 2000, in which independence has been placed on the top of the agenda for all political parties. International security forces were on hand to observe the elections, which were regulated by international procedures.
