Response to the article "Are the economic partnership agreements a first-best optimum for the ACP countries?" Perez, R (2006) 40(6)
Article Abstract:
The Romain Perez suggestion of GSP as an alternative to Economic Partnership Agreements (EPAs) being negotiated with the African Caribbean and Pacific (ACP) regions has a number of problems. Perez has modeled an extension of the GSP to 250 new products, but only to the ACP countries, which is legally not viable under WTO rules, which state that all developing countries, except LDCs, need to have the same level of access under the Enabling Clause.

Forecasting the trade outcomes of liberalization in a quota context - what do we learn from changes in textiles trade after the ATC?
Article Abstract:
The article explores the effect of the liberalization of clothing and textiles trade on the EU and U.S. markets after the 2005 Agreement on Textiles and Clothing (ATC). It finds that the contradictory effects of quotas are difficult to forecast accurately as the same quota system has disparate effects across countries.
