Russia and Japan: the unmaking of a territorial settlement
Article Abstract:
Russia's territorial dispute with Japan dates from 1945 and concerns the islands of Etorofu, Kunashiri, Shikotan and Habomai. When the Soviet Union collapsed, Russia needed support from Japan and other parts of the international community for its economic reform to be successful and the territorial issue reemerged in the country's foreign policy. As long as Russia's economy remains unstable, however, the Yeltsin government will probably not feel strong enough for a territorial concession to Japan. Japan does not trust Russia and views the country as a poor foreign investment risk.

The prospect of the Russian Federation breaking into ever smaller autonomous ethnic enclaves is increasing. The Communist, political ideology of collectivism is being utilized by ethnic groupings to subjugate individuals to the collective, ethnic cause. Such fervor, coupled with the impotency of the Russian presidency, the breakdown of the central government and the unworkable nature of the Federation Treaty, threaten to split the country.

Partnership with Russia: some lessons from Chechnya
Article Abstract:
Russia's military intervention in Chechnya has elicited a major shift in the West's policy actions on the question of cooperation with the ex-Communist nation. Western politicians are skeptic about Russia's socio-political and socioeconomic conditions, which have gradually deteriorated as a consequence of the government's indifferent attitude toward pursuing economic reforms and strengthening newly founded democratic institutions.
