The IGC and the current state of EU environmental policy: consolidation or roll-back?

Article Abstract:

The potential impact of the Inter-Governmental Conference on the promotion of environmental concerns among European countries by facilitating the expansion and strengthening of environmental commitments contained in the 1992 Maastricht Treaty will be limited. This is because of the European Union's shift from an expansionary trend in environmental policy towards one of retrenchment. Europe has placed environmental issues into the backburner and has slowed its response to environmental concerns because of the complexity of their nature.
