Training administrators for improved service delivery to small farmers: experiences from Somalia
Article Abstract:
The development and implementation of a training program for agricultural administrators in Somalia is detailed. The training program is geared toward the improvement of service delivery to small farmers in the African nation. A number of lessons are derived concerning training and other strategies for management improvement in agricultural sector organizations. These lessons illuminate the necessity of a holistic strategy for organizational improvement and development.

Humans have three basic capacities from the behaviorist and materialistic stand point. These are the ability to think, feel and act. The ability to act is the least difficult to modify and it can also modify thinking and feeling. Therefore, to effect a real change in interpersonal relations, there is a need for people to change the way they interact with one another. Behavioral changes will lead to modifications in organizational conditions.
