N. Korea launches staged rocket that overflies Japanese territory

Article Abstract:

North Korea launched a multi-stage rocket on Aug 31, 1998 which failed to put a satellite into orbit. The rocket flew over Japanese territory, an event which could prevent the fulfillment of the US-North Korean Agreed Framework and result in the development and proliferation of international missiles. There are theories that North Korea may launched the rocket to extract concessions from the US, that it was a sign of its displeasure over the nonimplementation of the 1994 nuclear agreement with the US or that it wanted to market its rockets to client-states.

Framework funds endangered by N. Korean missile test, digging

Article Abstract:

Implementation of the 1994 U.S.-North Korea Agreed Framework treaty is in jeopardy because congressional appropriators have filed amendments and modifications that would place additional conditions to the treaty. The actions of Congress are due to the recent launching by North Korea of a multi-stage rocket which flew over Japan and its construction of a huge underground facility which would be used to develop nuclear weapons. The Clinton administration has reported that it will hold additional talks with North Korea on topics of mutual concern.
