Article Abstract:
Conflict resumed between the Angolan government, headed by the Popular Movement for the Liberation of Angola (MPLA), and the rebel National Union for the Total Independence of Angola (UNITA) in Dec 1998. According to the Lusaka Protocol of 1994, UNITA was required to demilitarize and participate in a government of national unity. Since then, both sides have rearmed by gaining access to oil and diamonds, and a protracted period of fighting is expected.

According to a UN panel of experts, Liberia's festering conflict poses new risks of violence in the sub-region. Similar outbreaks of conflict is assumed to emerge, in the Moano River Union countries and its impact is felt in Gambia and Ghana, however, Washington is expected to take the lead in order to curb this.

The political situation in Kenya, the post election crisis faced in Kenya and the new foreign policy that is seen emerging in some places in Africa are analyzed. It is observed from South Africa, Nigeria and Kenya that polling can help as a catalyst for change however it can also be equally divisive.
