Clinton issues new guidelines on U.S. nuclear weapons doctrine

Article Abstract:

US president Bill Clinton's administration has rewritten national policy on the use of nuclear weapons. The superpower will now pursue a policy of deterrence through the reduction of nuclear arms in the strategic arms reduction treaty III agreement with Russia. It will no longer abide by guidelines established in 1981 by former Republican president President Reagan which target US dominance in nuclear war.

President Clinton's decision to defer the deployment of national missile defense (NMD) has given the next administration time to reconsider the issues surrounding the use of NMD. Issues concerning the value, purpose and risks of an NMD are presented, with reference to alternative methods of deterring an aggressive attack.
