Canada has managed to survive the tight competition in the international business arena through competitive costs, a boosting high-tech industry and a healthy exchange rate on the dollar. In February 1998, Canada's Minister of Finance, has reported that, by the end of the 1997-98 fiscal period, the country remove its deficit for the first time in 28 years, with balanced budgets predicted in the future. In general GDP growth, the nation's economy grew by 3.8% in 1997 and new businesses are expected to surface at a rapid pace.
